Established on April 1, 1997—fittingly April Fool’s Day—Užupis has its own president, constitution, anthem, and even a passport stamp. Once a neglected district, it has transformed into a vibrant enclave of artists, intellectuals, and free thinkers. The Užupis Constitution, displayed in multiple languages on a public wall, humorously asserts rights such as “Everyone has the right to be happy” and “A dog has the right to be a dog.” The district is dotted with street art, quirky sculptures, and creative spaces like the Užupis Art Incubator. Visitors enter via the Bridge of Užupis, often adorned with love locks, and may encounter playful customs officers on Independence Day.
